The Office of the Vice Chancellor - External and Business Affairs administered the campus-wide business and financial operations of UC San Diego from 2009 to 2014. Steven W. Relyea served as the first and only Vice Chancellor – External and Business Affairs until 2014. His administrative oversight included Business and Financial Services, Development, Environmental Health and Safety, Facilities Management, Housing and Dining Services, Human Resources, Public Safety, and Sustainability.

In 2014, the responsibilities of the administrative unit expanded to include Administrative Computing and Telecommunications, Alumni Affairs, Health Sciences Development, Information Technology and Financial Systems, and the UCSD Foundation. The Vice Chancellor title changed to Vice Chancellor and Chief Financial Officer at this time. The primary responsibilities of the office are managing the financial investments at UCSD, promoting and supporting staff enrichment and development, and providing advanced communication tools and applications.
