The Office of the Vice Chancellor for Resource Management and Planning provides the UCSD campus with business, support, and administrative services that foster campus growth and help to ensure excellence in the campus' teaching, research and public service. Supporting the administrative roles of the Chancellor and the Vice Chancellor for Business and Finance, the office's functions include university relations, development, administrative computing, business contracts, and facilities construction.
The Office of the Vice Chancellor for Resource Management and Planning has undergone several name changes. Established in 1967, it was known as the Administration Office. Its functions were administered by Robert H. Biron, who had been named Vice Chancellor for Administration. Biron resigned from the position in June 1968, and he was succeeded by Acting Vice Chancellor for Administration Herman D. Johnson. In May 1969, the Johnson was appointed Vice Chancellor for Business and Finance. The Administration Office was inactive and its functions were managed by Johnson and the Office of the Vice Chancellor for Business and Finance until 1972.
From 1972-1980, the Administration Office and was headed by Bernard Sisco, Vice Chancellor for Administration. In July 1980, Sisco accepted an appointment as special assistant to UC President David Saxon. Herman D. Johnson once again accepted the role of Acting Vice Chancellor for Administration in addition to his duties as Vice Chancellor for Business and Finance.
In 1982, the office's name changed to the Office of Resource Management, coinciding with the appointment of V. Wayne Kennedy as Vice Chancellor for Resource Management and John Woods as Associate Vice Chancellor for Resource Management. Kennedy would serve as head of the office until 1993, at which point John Woods would assume the Vice Chancellorship until 2006. The name of the office and Kennedy's title reverted back to Administration from 1985-1993. In 1993, the title of the office became Resource Management and Planning, and John Woods was appointed Vice Chancellor for Resource Management and Planning. Gary Matthews served as Interim Vice Chancellor after John Woods' retirement in 2006 until he was appointed Vice Chancellor for Resource Management and Planning in 2008.
The Office of the Vice Chancellor for Resource Management and Planning records document the functions and activities of the office, including the management of reporting administrative units. The materials relate to property acquisition and management, including Blackhorse Farms, La Jolla Farms, and the Elliott Field Station; as well as facility construction, including Engineering Building 1, the Faculty Club, the Howard Hughes Medical Institute, the Magnetic Recording Research Center, and Thornton Hospital; internal audits; intellectual property and technology transfer; and, budgets.
The bulk of the files relate to the administration of V. Wayne Kennedy and date between 1982 and 1992.
