Broadside manifesto issued by military governor of Baja California, Esteban Cantú, in which he breaks with the erstwhile pact his government had with the Convención de Aguascalientes. He declares his government neutral in the current "internecine" civil war. Cantú rails against the "usurper" Huerta, and highlights the legitimate election of the late Francisco Madero, couching his manifesto with patriotic language including references to Benito Juarez and Miguel Hidalgo. Cantú also details recent events in Baja California, citing progress and development in education, military forces and infrastructure, despite the "fraticidal and anarchic" war currently devastating the country.

"Cuando el empuje poderoso del pueblo mexicano, que se levantó valeroso y digno como en otras épocas para expulsar al invasor, hizo caer el Gobierno usurpador de Victoriano Huerta, que acaba de atormentar a la República llenandola de luto y sangre, al apoyar o concebir el asesinato de Don Francisco I. Madero, Presidente electo legitimamente, el subscripto Coronel Esteban Cantú,llamado por el pueblo de este Distrito y la Guarnación Federal, se hizo cargo de los destinos de esta Peninsula, organizando un Gobierno bajo el régimen constitucional más puro, porque, como es publico y notorio por la prensa y otros diferentes medios, todos los Ramos de la Administración Pública han estado funcionando conforme a la Carta Magna de la Nación."
"Dado en Mexicali, del Distrito Norte de la Baja California, de la Republica de Mexico, a los quince dias del mes de Octubre de mil novecientos quince. El Jefe Politico y Comandante Militar, Coronel Esteban Cantu. El Jefe de Estado Mayor, Teniente Coronel Agustin Macias. El Presidente del H. Ayuntamiento de Ensenada, Antonio Ptacnik. El Jefe del Poder Judicial, Licenciado Jose F. Guajardo. El Jefe del Grupo de Baterias, Mayor Francisco Magallanes. El Presidente del H. Ayuntamiento de Mexicali, Francisco L. Montejano."
"Desde este instante se rompe para siempre, en todas sus partes, el pacto que habia celebrado este gobierno con el de la referida convencion, declarandose enteramente neutral en la lucha intestina que tortura la patria; pero sin dejar por un momento de pertenecer a la nacion mexicana."
