This is a data and information repository for "A Soil Moisture Monitoring Network to Assess Controls on Runoff Generation During Atmospheric River Events" published in Hydrological Processes by Sumargo et al. (2020). Data used in analyses and included in this collection were contributed by the Center for Western Weather and Water Extremes (CW3E). Additional data used in the publication’s analyses were provided by the NOAA Hydrometeorology Testbed (HMT). The HMT data is not included in this collection.
This dataset consists of four components: (1) Precipitation and Soil Moisture Data, (2) Processed Stream Data, (3) Stream Rating Curves, and (4) Raw Stream Data. Each component is made up of multiple files, including a README for technical details beyond what is described here. - Date Collected

CW3E used Texas Electronics 8” TR-525USW tipping bucket rain gauges to collect precipitation data and Campbell Scientific CS616 sensors to collect soil moisture observations. Soil moisture is measured at 6 depths (5, 10, 15, 20, 50, 100 cm). CW3E used Solinst Levelogger Edge sensors to collect stream depth. Manual discharge measurements (taken using Price AA, pygmy, and Hach flow meters) were used alongside stage data to create rating curves for stream discharge. All data in this repository has gone through basic quality control (QC). Processing steps of all data included visual inspection with a focus on removing or adjusting for: missing timestamps, values outside of a realistic range, and unrealistic jumps between measurements. Sensor manufacturer guidance on such values were used when available.
Stream data processing included additional steps. Because CW3E stream sites are not telemetered, data must be manually downloaded. See the Raw Stream Data component for manually downloaded stream depth. See the Processed Stream Data component's README and the Stream Rating Curves component's README for details on additional QC steps and rating curve methods.
CW3E is currently working on a partly automated, partly manual QC process to clean and improve all datasets as they are downloaded, which will make the data more accessible to interested scientists and stakeholders. As of November 2020, this is an ongoing effort and not yet implemented. Planned updates and improvements are also described in the Processed Stream Data component's README. - Funding
