Frank C. Prescott, born in Ottawa, Ill., moved to California in 1876. As a captain in the 53rd Infantry, he served in the Philippines during the Spanish-American War, after which he was promoted to brigadier-general. He was a member of California state assembly (1903-06) and served as Speaker of the House in the 36th Assembly (1905-06)

The photograph is a sepia silhouette of six men, taken aboard a masted ship. The note, written on official stationary with the printed heading: "United States Military Government in the Philippine Islands, Office of collector of internal revenue, District no. 4, Dept. of Visayas," reads in ms.: "Iloilo, Panay, P.I., Nov. 30, 1900. A silhouette. Lt. Garson, Capt. Prescott, Lt. Andrews. On the 'Venus' en route for Catbalogan, Samar, January, 1900." On the verso: "Sent to Col. John R. Berry by Capt. (now General) Prescott."
