This charter describes the governance structure and function of the Council of Data Facilities (CDF). The CDF was formed to coordinate with the many elements of the U.S. National Science Foundation EarthCube initiative and related initiatives, at a time when society’s expectations of data facilities are increasing in scale and scope. This is a living document, which can be amended or adjusted by a majority of the active members of the Council. [Amended versions may be identified by the date in the title, and/or version number.]
