The family is posing with the rear of the Fisheries offices in the background. Like many government employees, Fisheries workers may or may not have come from the areas in which they worked. The national government often followed a policy of moving workers around so that they would become familiar with languages and cultures than those they were born into. It was a form of nation-building and reducing potential competition or animosity between ethnic groups.
